Getting your Panamanian Cédula: 

When you have been a legal resident in Panama for 2 years, you may request your cédula at the Civil Registry. 

Nevertheless, we have discovered the following problem with the application process.  The Civil Registry previously issued a cédula identical to that granted to Panamanians.  They have now changed this, so that it resembles a green card, rather than the cédula held by Panamanians. 

The only problem is that they do not yet have the model for this card, and therefore they have not issued any to date.  We will update the website when this changes.
